Frontal lobe damage? who to see?

I have a friend whom I suspect may have frontal lobe damage. Who should he see? a neurologist, psychiatrist, SCIENTIST lol? Who has the credentials to diagnose this? More importantly which professional has the capacity to see what it is if the problem isn't frontal lobe related? I'm confident there is a disability not a psychological problem. help!
