Are dreams created in the brain-stem?

Or that bit at the back, as I call it. I have seen how how frontal lobe brain damage can make people become difficult to tolerate, and wondered if the unpredictable nature of FL brain damage comes from the same source as the unpredictable content of dreams. This is a serious question...
