Why do people do cruel things to animals?

I need help understanding this! I would never hurt an innocent animal! Why are people so sick, and hurt animals because they think it's fun, funny, or they're bored? I understand they're sick in the head and they have frontal lobe damage most of the time, but I still don't get why they can't control the impulse to do this.
